Part of the FHA loans in Arizona guide, where every rule on this page is cited and dated.
A borrower reads the FHA minimum credit score online, checks their own score, sees they are above it, applies, and gets declined. Then they conclude the lender made a mistake or the internet lied.
Neither. They ran into an overlay, and nobody explained that the published minimum is not the number that decides anything.
The published floor
Why that is not the number that matters
FHA insures loans. It does not make them. A lender makes the loan, holds the risk that the insurance does not cover, and has to be able to sell that loan to an investor afterward.
So lenders add their own minimum on top of HUD's. That is an overlay. Three things to understand about them:
They are legal and universal. Every lender has them. A lender claiming to have none is a lender who has not told you theirs.
They vary enormously between investors. This is the part that matters to you. Two lenders quoting the same FHA program will give you different answers about whether you qualify, and both are telling the truth about their own requirements.
They are not published. You have to ask. Most borrowers never do, because they do not know the concept exists.
The practical result: the published FHA minimum describes a loan that exists in the handbook and that most lenders will not make. Your real minimum is whatever your specific lender's overlay is, and if you only talked to one lender, you only learned one number.
What to do about it
Ask the question directly. Not "do I qualify for FHA," which invites a yes or no. Ask: "What is your minimum credit score on FHA, and is that an FHA requirement or your own overlay?" A competent originator answers that in one sentence. The answer you want is specific.
Understand that a decline is frequently a routing problem, not a qualification problem. If a bank declines you at a given score, that is information about the bank. A broker working with many investors can place a file that one lender's shelf cannot hold. This is the single strongest argument for a broker over a retail bank on a credit-sensitive file, and it is the reason I work this way.
Know what the score is costing you beyond eligibility. Score affects more than yes or no:
- Pricing. Tiers are steps, not a slope. Moving up one tier is worth real money every month for the life of the loan.
- Whether you are manually underwritten. Lower scores push files toward manual underwriting, where ratio limits tighten and compensating factors start to matter. See What a Manual Underwrite Is.
- Down payment requirements, on some programs and at some tiers.
- Reserve requirements.
So the question is never only "am I above the minimum." It is "what tier am I in, how far is the next one, and what is that worth."
Fix it before you shop, not after
This is the part I care most about, because the sequence decides the outcome.
Credit work done before a file is structured changes which programs are available to you. The same work attempted after an offer is accepted changes nothing, because thirty days is not enough time for credit reporting to correct.
I had a borrower come to me on a primary residence near Thompson Peak. Self-employed, real assets, declined by several lenders. His report carried derogatory items that were either inaccurate or that the furnishers could not verify when challenged through the bureau dispute process. Working through those and letting the reporting correct moved him to a 770 FICO, and at 770 a structure became available that did not exist at his earlier score. The loan closed because the credit work happened first.
Had he found a house, written an offer, and then started on his credit, none of it would have worked.
The levers, in order of speed:
Pay down revolving balances. The fastest legitimate lever most people have. Utilization recalculates when balances report, so this can move a score in one cycle. Note that utilization is measured per card and overall, so spreading a paydown generally beats zeroing one card and leaving another at its limit. Ask whether a rapid rescore applies.
Dispute genuinely inaccurate items through the bureaus. The Fair Credit Reporting Act requires the furnisher to investigate and either verify or remove. Items that cannot be verified come off. This is weeks, sometimes two rounds, and it is not a tool for making accurate derogatory information disappear. Lenders can also see dispute flags on a report, which can itself create a condition.
Do not close old accounts. Closing a longstanding card removes available credit, raises utilization, and shortens average account age. The instinct to tidy up is backwards.
Do not open anything new. Not a car, not furniture, not a store card at a register.
Address collections carefully and with advice. Paying an old collection does not automatically help and can occasionally reset recency depending on the scoring model. Which ones to address and in what order is a conversation to have before you write any checks. See Collections, Judgments and Federal Debt.
Budget sixty to ninety days. That is the difference between having options and taking what is left.
One more thing about the score your lender sees
The score in your banking app is frequently not the score a mortgage lender pulls. Mortgage lending generally uses different scoring models than the free consumer products, and the number can differ meaningfully in either direction.

The short version
The published FHA minimum is a floor almost nobody lends at. Ask your lender for their overlay, in writing. If the overlay is the obstacle, move the file rather than accept the no. And do the credit work before you shop, because afterward the calendar will not let you.
Why bring this file to us
- We quote the handbook with the section and the date, not from memory. Every guideline on this site carries its citation and when it was last verified, and says so when it is getting old.
- We tell you the overlay, not just the rule. The published floor and what investors actually do are two different numbers, and only one of them decides your file.
- Broker model. When one investor's overlay is the obstacle, we move the file rather than tell you no.
- You talk to the principal. Ricky Khamis is President of EPiQ Lending, NMLS #173141, lending in Arizona since 1999 and a 2025 Presidents Club Winner at CMG Home Loans. Direct line: (480) 999-9842.
EPiQ Lending is NMLS #1936984, at 7975 N. Hayden Road, Suite A-101 in Scottsdale. Verify all of it before you trust any of it: Ricky's EPiQ Lending profile, the Scottsdale branch, and the license itself at NMLS Consumer Access. Hold every lender to that standard, including us.
Call before you shop, not after you are in contract. Most of what goes wrong in an FHA file was decidable in week one.
Equal Housing Opportunity. This is general information, not a commitment to lend or an offer to extend credit. FHA is a mortgage insurance program administered by the Department of Housing and Urban Development; loans are made by approved lenders, not by HUD or FHA. Guideline requirements are set out in HUD Handbook 4000.1 and change over time, and individual investors frequently impose requirements stricter than the published minimums. Nothing here is a substitute for the current handbook or for an underwriting decision on your specific file. Rates, terms and program guidelines change and depend on credit approval, property appraisal and other qualifying factors. Not all applicants will qualify. This is not legal or tax advice.
